Philip W. Kell

President & CEO

Philip W. Kell joined the staff of California Baptist Foundation in 1992. He served as Trust Counsel, General Counsel, Vice President of Trust Services, and Senior Vice President/Chief Operating Officer before becoming President on January 1, 2010.
Prior to coming to the Foundation, Mr. Kell was engaged as an attorney in private practice in Sacramento for fifteen years and as a bi-vocational minister of music for eighteen years. He was ordained as a deacon in 1988 and as a minister of the gospel in 1997. He has remained active in local congregations by serving as a worship leader, a Sunday school teacher, a moderator, and a member of various committees and councils. In addition he has served on committees and boards for local associations, the California Southern Baptist Convention, and the Southern Baptist Convention. He currently serves on the Boards of Gateway Seminary (formerly Golden Gate Baptist Theological Seminary) and the California Family Council, the California affiliate of Focus on the Family. Mr. Kell received a Bachelor of Science in Business Administration Degree with a Concentration in Accounting from California State University at Sacramento in 1974 and a Juris Doctorate Degree from University of Pacific’s McGeorge School of Law in 1977. In 2009 Mr. Kell received a Doctor of Laws Degree Honoris Causa from California Baptist University.

Jonathan W. Jarboe

Senior Vice President/President Elect

Jonathan W. Jarboe was elected as Senior Vice President & President-elect by the Board of Directors in August of 2018. He is working closely with President Kell preparing to assume the presidency upon Mr. Kell’s retirement in 2021. Jarboe has served on staff at Pathway Church in Redlands, California since 1993 and has served as Senior Pastor since 1999. Prior to Pathway, Dr. Jarboe served on staff in churches in Vacaville and San Jose, California. He holds a Bachelor of Science degree in Business and Political Science from California Baptist University, a Master of Arts degree in Christian Education from Gateway Seminary, a Master of Business Administration degree from the University of Redlands, and a Doctor of Educational Ministry degree from Southwestern Baptist Theological Seminary. Jarboe has served several denominational boards including 12 years on the BFC Board (two terms/years as chairman) and a current term as a trustee with the North American Mission Board of the SBC. He is an active volunteer as a Chaplain and Reserve Officer for the Redlands Police Department. He has been married to Tammy since 1987 and has three grown children and two grandchildren.

Ernest P.K. Ong

Vice President & CFO

Ernest Ong has been the Vice President and Chief Financial Officer of the Foundation since 2012. Beginning at the Foundation in 1990, He has served as an accountant, senior accountant and controller before assuming his current position.
Ong has served in local churches as a worship leader, treasurer, teacher and committee member. An active leader in his local association and the California Southern Baptist Convention, he has also served on the Board of Directors for Church Capital Fund, Miracle Terrace Retirement, and Sugar Pine Christian Camp. In addition, he has taught Finance and Accounting at the University of Phoenix for several years.
Ong received a B.B.A. in Accounting degree from Fresno State University in 1986 and a Masters of Business Administration Degree in Finance from National University in 2001. He passed the Certified Public Accountants exam in 1996.

Douglas E. Griffin

Vice President & General Counsel

Douglas E. Griffin serves as the Foundation’s General Counsel. A Certified Estate Planning Specialist, he oversees the Foundation’s work in estate and gift planning. Prior to coming to the Foundation, Griffin was a partner with the law firm of Lang, Richert and Patch in Fresno where he specialized in estate and business planning, probate and trust administration, and litigation. Griffin was in private practice for 15 years. Prior to beginning his legal career, Griffin worked as a paralegal specialist for the Internal Revenue Service and in public relations for the Oakland Raiders. Griffin has remained active in his local church as a children’s Sunday School teacher, a trustee, and a small group leader. Griffin has also served on various other boards and committees for organizations in his community including the Clovis Unified School District, the American Cancer Society and Leadership Fresno. Griffin received his Bachelor of Arts and Master in Business Administration degrees from San Jose State University and graduated with honors from Santa Clara University School of Law in 1993.

Thomas O Jones

Senior Vice President of Advancement

As senior vice president for Advancement, Jones is responsible for communications, client relations, and business development. He joined the executive management team in 2017. Jones comes to the Foundation from his position as the president of Williams Baptist University in Walnut Ridge, Arkansas. Prior to Williams, Jones served as Vice President of Advancement for Golden Gate Baptist Theological Seminary (now Gateway Seminary), Vice President of Advancement for California Baptist College (now University), and as a staff member at churches in San Diego, Sacramento, and Fort Worth. He is a veteran of the United States Air Force and the Army National Guard. Throughout his career, Jones has been very active in the Chamber of Commerce having served as a board member and chair of local leadership programs. He has also been a member of Rotary since 1985 serving in various responsibilities at the chapter level. Jones earned a Bachelor degree in communications from California State University, Sacramento, a Master degree in communications from Southwestern Baptist Theological Seminary, and a doctorate in institutional management from Pepperdine University. He has been married to his wife, Gail, since 1974 and they have two adult children.

Robert A. Duncan

Investment Officer & Trust Services Manager

Robert Duncan has been employed as the Foundation’s Investment Officer and Manager of Trust Services. Mr. Duncan will be overseeing the management of our various financial portfolios and the operations of our trust division. Prior to joining the Foundation, Duncan worked for 18 years as a wealth advisor and Certified Financial Planner Practitioner with large, regional bank holding companies as well as with a New York based global investment firm. Rob earned a Bachelor of Arts from St. Lawrence University and a Master of Divinity from Southeastern Baptist Theological Seminary. Commissioned by the International Mission Board in 2014, he and his wife, Robin, most recently served in Southeast Asia. The couple has been married since 1997 and has two children.

Ty Salter

Chief Credit and Capital Officer

Ty Salter serves as the Chief Credit and Capital Officer for the Foundation. Salter has significant senior level experience in the area of church financial services with expertise in real estate management, acquisition, and liquidation, asset portfolio management, and organizational development. He served for several years as a lending officer for the North American Mission Board, a team leader with the Ohio Baptist State Convention, and a lending professional with national ministry-based organizations. He received a bachelor’s degree in Business Administration from McNeese State University and is a long-time Southern Baptist. Salter and his wife, Terri, have been married for 36 years. They have one son, daughter-in-law, and two grandchildren.
